Ladysmith Launches Community Consultation on Backyard Hens

Ladysmith, September 11, 2017 – Town of Ladysmith residents are being consulted about the potential for an amendment to the Animal and Poultry Bylaw 1994, No. 1136 to allow the keeping of backyard hens.

Currently, Ladysmith residents who live on less than two acres are not permitted to keep backyard hens. Town staff have been gathering information about bylaws and related issues in other communities where backyard hen keeping is permitted, such as Nanaimo, Duncan, North Cowichan, Saanich, Parksville and Qualicum Beach. 

"Civic engagement is an important part of the decision making process. We want to provide Ladysmith residents with the opportunity to offer their thoughts and opinions on backyard hens," said Ladysmith Mayor Aaron Stone. "That’s why we are using an innovative online civic engagement tool called PlaceSpeak while also employing more traditional community consultation methods such as an open house and survey."

On September 20 between 4:00 pm and 7:00 pm, a community open house at the Frank Jameson Community Centre (FJCC) – Lower Program Room will be held for interested residents to ask questions and provide feedback to Town staff. Those who cannot attend are invited to fill out a survey, available at City Hall, FJCC, and Development Services or by emailing info@ladysmith.ca

Residents who wish to participate online can visit www.placespeak.com/backyardhens. Those who have not yet used PlaceSpeak will be prompted to create a free account. PlaceSpeak is a pioneering location-based citizen engagement platform that solves the problem of how to consult with people online within specific geographical boundaries. The tool was launched in the Cowichan Valley, including Ladysmith, in January 2017.
