Development Cost Charge (DCC) Review Project

Development Cost Charges or DCCs are collected from developers or builders to help pay for the capital cost of installing growth-related infrastructure.  DCCs are collected for water, sanitary sewer, storm drainage, roads and park acquisition and parkland improvement.  DCCs are payable by anyone obtaining  subdivision approval for the creation of new residential parcels or a building permit for the construction or expansion of commercial, industrial, institutional or multi-family residential projects or for a single family residential building permit when a DCC has not previously been paid.

The current DCC bylaw was adopted in 2011. Regular review is important to ensure that the projects, project costs and growth estimates are up-to-date.  The timeframe for a DCC program is typically 20-years which means that we are looking at the infrastructure needs of future growth. The review of the current program started in 2016.  We are now at the stage to be able to present proposed rates to developers, stakeholders and members of the public.
