Council Notebook for February 13, 2019

Ladysmith Council met for a special meeting on Wednesday after the original date was rescheduled from Monday due to the snowy weather.

The majority of Council opposed a staff recommendation to award the contract for improvements to the Gill Road Lift Station, as this would require a significant increase to the original project budget.

The Town received two bids before the January 2019 closing date for the tender. One did not meet the required timelines, and the other was significantly over the project budget.

All bids are required to meet contract terms which can include materials and timelines for completing a project.

Canadian tender law also restricts the Town from negotiating a lower price with any bidder once all bids have been received and opened in order to ensure a fair process.

In the end, the majority of Council approved cancelling the current tender due to budget and reissuing it.

The original tender for the Gill Road lift station was issued in August 2018, however, it was cancelled after the successful bidder was not able to meet terms of the contract.
