Council Notebook for December 19, 2023

Ladysmith Council met on Tuesday, December 19, 2023, for a Public Hearing and Regular Meeting of Council.

The Public Hearing was to consider amendments to the Official Community Plan Bylaw and Zoning Bylaw to facilitate the expansion of the adjacent manufactured home park onto the subject property at 10940 Westdowne Road.

The applicant addressed Council and advised that no concerns had been raised by attendees at the public information meeting. No other submissions were received regarding the bylaw amendments and Council proceeded with third readings of each.

Next, Ladysmith Resources Centre Association President, Sandra Marquis, appeared as a delegate before Council and provided an update on the organization’s operations specific to the Town’s financial allocation.

In 2022, the Town provided $44,713 to the LRCA to help provide a range of community services, such as the food bank, victim services and restorative justice and adventures in early literacy.

Moving on, Council endorsed the Town’s application of $50,000 to the Island Health Resilience and Safety Program to support the YOUth Bloom project.

The new proposed project would be run in partnership with Ladysmith Parks, Recreation & Culture, Stz’uminus First Nation – Recreation and Ladysmith Secondary School, leading to recognized certifications, and opportunities for youth-led roles, providing resources and supporting self-directed learning, skill, and leadership development.

Next, Council directed that a public hearing not be held for an amendment to the Zoning Bylaw that would increase height and density in the downtown core to align with the Official Community Plan. 

Staff were directed to schedule first reading of the amendment bylaw and to refer it to the Ministry of Transportation and Infrastructure after third reading for comment. 

Ladysmith Mayor and Council wished the entire community a joyous holiday season.

The first meeting of Council in the new year is scheduled for January 9th.
