Town to adopt to higher Zero Carbon Step Code standard for new homes

Ladysmith, BC — The Town of Ladysmith will be adopting a higher Zero Carbon Step Code standard for new homes in 2026.

Beginning January 1, 2026, all new building permit applications for single-detached dwellings, with or without secondary suites, in Ladysmith will be required to demonstrate compliance with Emission Level 4 (EL-4) of the Zero Carbon Step Code.

The Zero Carbon Step Code, introduced by the Province in 2024, aims to reduce greenhouse gas (GHG) emissions from buildings. These targets are typically achieved through the electrification of space heating, water heating, and cooking appliances. Secondary heating sources, such as wood-burning stoves or decorative gas fireplaces, will continue to be permitted.

Currently, builders in Ladysmith are only required to meet Emission Level 1 (EL-1). The new requirement applies to all complete building permit applications for single-detached dwellings submitted on or after January 1, 2026. Applications received before that date will continue to be reviewed under EL-1.

The updated requirements were adopted by Council on October 1, 2024, under Part 15: Energy Conservation and GHG Emission Reduction of the Building & Plumbing Bylaw 2024, No. 2174. Ladysmith’s approach aligns with neighbouring municipalities, including Nanaimo and the Cowichan Valley Regional District, which have already adopted EL-4 for single-detached dwellings. The change also aligns with the Province’s broader efforts to standardize permitting processes and advance climate action through more sustainable building practices.

To ensure a reasonable transition period for local builders, the 2026 adoption of EL-4 applies only to single-detached dwellings. Beginning January 1, 2028, permit applications for all building types must meet the requirements of EL-4.
