Town of Ladysmith Special Council Notebook for April 30

Ladysmith Council met for close to two hours on Tuesday, April 30, 2019 for a special Council meeting and workshop session.

As part of the workshop, consultant Sherry Hurst provided Council with a presentation of the tools available to landowners, and the Town, for financing growth-related infrastructure within the context of the Holland Creek Area Plan.

Following a short recess, Hurst then presented to Council on how Development Cost Charge (DCC) Waivers and Reduction Bylaws function, their benefits and disadvantages, the impact of the current Town of Ladysmith DCC Waiver/Reduction Bylaws, and the options and information Council needs to consider going forward.

Council referred further discussion about the Downtown DCC Waiver and the Not-for-Profit Rental Housing Waiver to the next Municipal Services Committee meeting.

The Town continues to make progress on its Development Cost Charge Review Project, which has involved several Council workshops, as well as public consultation with residents and members of the development community.

DCCs are collected from developers or builders to help pay for the capital cost of installing growth-related infrastructure.
