Council Notebook for November 7, 2023

Ladysmith Council met for a Regular Meeting of Council on Tuesday, November 7, 2023, with the annual Council appointments and a 2024-2028 Financial Plan discussion on the water and sewer operating and capital budgets among the highlights.

Council released information from its closed session held July 4, 2023.

Reference materials were provided to Mayor and Council to help the Mayor answer as many questions as possible during Question Period on these items.  In the interest of answering potential questions, the following Q & A’s have been created from those materials

Next, Mayor Stone announced the list of annual appointments, including deputy mayor, as well as for the various boards and committees on which Council serves.

Moving on, the applicant for a Liquor Special Event Area Endorsement advised staff before the meeting of their intention to withdraw their application.  The staff recommendation was removed from the report.

Council did direct staff to prepare a Special Events Bylaw to further guide the permitting process for special events in Ladysmith.

Staff gave a presentation that reviewed the details of the water and sewer budget and responded to Council’s questions.

Council directed staff to amend the Sewer Rates Bylaw to include a 3% increase to the rates, confirm the 2024 sewer parcel tax bylaw at $360 per parcel, amend the Waterworks Regulation Bylaw to include a 5% increase to rates, and confirm the 2024 water parcel tax bylaw at $459 per parcel.

Next, Council directed that the Mayor, on its behalf, write a letter of support to Provincial Health Minister Adrian Dix for priority capital projects, including a new patient tower and cardiac catheterization lab, at the Nanaimo Regional General Hospital.
